man without a country

Belongs to nowhere

A man without a country is someone who has lost or been denied citizenship and belongs to no nation—stateless, with no homeland to claim him.

The phrase comes from Edward Everett Hale's 1863 story about a man sentenced never to hear of the United States again.

More loosely, it describes anyone cast out or belonging nowhere: After the merger, he was a man without a country—no department wanted him.
