iron collar
Slave's neck band
An iron collar is a hinged metal ring locked around the neck, historically used as a restraint or punishment device for enslaved people and prisoners.
Collars often had protruding spikes or hooks to prevent escape through undergrowth or to make lying down impossible.
The term also describes any severe, inescapable constraint: The debt acted as an iron collar on the young nation's economy.
