first-class citizen

Equal rights holder

First-class citizen originally describes someone with full legal rights in a society, as opposed to those with restricted status.

In programming, a first-class citizen is an entity that can be passed as an argument, returned from a function, and assigned to a variable—functions are first-class citizens in JavaScript.

More broadly, the phrase describes anything given full recognition or priority: User privacy should be a first-class citizen in software design.
