downstater

From below upstate

A downstater is someone from the southern or lower part of a state, used primarily in states where geography creates distinct regional identities.

In New York, a downstater comes from New York City or its suburbs, as opposed to upstate.

In Illinois, it's someone from outside the Chicago area: The legislature split along upstate-downstate lines.
