cook-up

Invent from nothing

Cook-up is a noun for something hastily concocted or improvised, often with implications of fabrication or deceit: The whole story was a cook-up to cover his tracks.

In the Caribbean, especially Guyana, a cook-up is a one-pot rice dish made with whatever ingredients are available—meat, beans, coconut milk.

As a verb phrase, to cook up means to devise or invent, usually something dubious: They cooked up a scheme to avoid paying taxes.
