come before
Take priority over
Come before means to precede in time, order, or sequence: The Renaissance came before the Enlightenment.
It also means to appear before an authority for judgment or consideration: The case will come before the court next month.
In matters of priority, what comes before something else ranks higher: Family comes before work.
