Neck fabric edge
A collar band is the strip of fabric at the base of a shirt collar that encircles the neck and to which the collar is attached.
On dress shirts, it's the stiffened piece that buttons at the front and holds the collar in place.
A collarband shirt or band collar shirt has this strip without the folded collar portion above it, creating a clean, minimalist neckline.
