casting vote
Chairman's decisive ballot
A casting vote is a deciding vote cast by a presiding officer when other votes are equally divided.
The chair of a committee or speaker of a legislature typically abstains from voting but may cast the tie-breaking vote: The motion passed only because the chairman exercised her casting vote.
