activation fee
Service initiation cost
An activation fee is a one-time charge for initiating a service, most commonly encountered with cell phones, cable subscriptions, or credit cards.
The fee ostensibly covers setup costs but often functions as additional revenue for the provider: They waived the activation fee when I threatened to cancel.
