wing clipping
Trimming for safety
Wing clipping is the practice of trimming a bird's flight feathers to prevent it from flying, commonly done with pet birds to keep them from escaping or injuring themselves indoors.
The feathers grow back after molting, so clipping must be repeated.
Figuratively, to clip someone's wings is to restrict their freedom or ambitions: The new regulations clipped the agency's wings.
