white minority rule

Colonizers governing majorities

White minority rule is a political system in which a white population comprising less than half of citizens holds governing power over a nonwhite majority.

The term most commonly describes apartheid-era South Africa and colonial Rhodesia, where legal structures enforced racial hierarchy and excluded Black majorities from political participation: The transition from white minority rule to democracy came in 1994.
