underrun

Below projected spending

An underrun is a shortfall—when actual results fall below projected or budgeted amounts: The project came in with a cost underrun of two million dollars.

The opposite of overrun.

In technical contexts, underrun can describe cable or wire passing beneath something, or the process of inspecting underwater lines by running a boat along them.
