undercount
Miss some numbers
An undercount is a count that falls short of the true number, or the act of counting too few: Census undercounts in urban areas skew funding allocations.
To undercount is to count fewer than actually exist, whether through error, methodology, or intent: The survey undercounted homeless populations.
