A statement of intent is a formal declaration of what someone plans to do or achieve.
In academic contexts, it's a document explaining why an applicant wants to pursue a particular program: Her statement of intent outlined her research goals.
More broadly, any announcement of planned action: The government's statement of intent on climate policy.
