secret treaties
Covert diplomatic agreements
Secret treaties are agreements between nations negotiated and concluded without public knowledge, often containing terms that would provoke opposition if revealed.
Historically, secret treaties divided territories, promised military support, or established spheres of influence: The secret treaties of World War I carved up the Ottoman Empire before the war ended.
Woodrow Wilson's call for "open covenants openly arrived at" was a direct response to the diplomatic secrecy that many blamed for the war's outbreak.
