royal council
Monarch's advisory body
A royal council is an advisory body to a monarch, composed of nobles, clergy, ministers, or other high-ranking figures who counsel the sovereign on matters of state.
Historically, such councils wielded significant power, sometimes governing in a monarch's absence or minority: The royal council ruled as regent while the young king came of age.
In modern constitutional monarchies, the term survives largely as ceremonial designation.
