ring-fenced

Set aside, untouchable

Ring-fenced describes funds or resources that have been set aside and protected from being used for other purposes.

A ring-fenced budget cannot be raided to cover shortfalls elsewhere: The education grant is ring-fenced and can't be redirected to infrastructure.

In British finance, ring-fencing separates retail banking from riskier investment activities.

The verb ring-fence means to protect something in this way: They ring-fenced the pension fund.
