ration book
Scarcity allocation booklet
A ration book is a government-issued booklet containing coupons or stamps that entitle the holder to purchase limited quantities of scarce goods.
Ration books were widely used during World War II to control distribution of food, fuel, and other essentials: My grandmother still has her ration book from the war.
The term evokes wartime austerity and sacrifice.
