overassess
Estimate too high
To overassess is to evaluate something too highly or to set an assessed value above what is warranted.
Property owners may challenge tax bills when they believe their homes have been overassessed.
The term also applies to judgments generally: Critics argue the study overassesses the program's effectiveness.
