nonstate
Outside official jurisdiction
Nonstate describes entities that are not governments or official state institutions.
The term appears most often in discussions of international relations and security: nonstate actors, nonstate armed groups.
Terrorists, militias, multinational corporations, and NGOs are all nonstate actors—they operate across or within borders but aren't sovereign nations.
