noncooperator

Refuses to assist

A noncooperator is someone who refuses to cooperate, especially with authorities or established systems.

The term often appears in political contexts, describing those who resist through passive noncompliance rather than active opposition: Gandhi urged his followers to become noncooperators with British rule.
