non-elite
Not the privileged
Non-elite describes people, institutions, or things that don't belong to the privileged or powerful upper tier of society.
The term appears in academic and political contexts contrasting ordinary citizens with ruling classes: non-elite voters, non-elite universities.
It can sound clinical or slightly awkward—often "ordinary" or "working-class" serves better in casual speech.
