A litter lout is someone who carelessly discards trash in public places.
The term is chiefly British, used to shame people who throw wrappers, cigarette butts, or fast-food containers on streets, in parks, or from car windows: The campaign targeted litter louts with hefty fines.
The American equivalent is litterbug.
