hatemongering

Inciting group hostility

Hatemongering is the deliberate stirring up of hatred toward a group—spreading inflammatory rhetoric, fear, or hostility for political or ideological purposes.

A hatemonger peddles hate the way a fishmonger peddles fish or a warmonger promotes war: The radio host built his career on hatemongering against immigrants.

The term is always pejorative.
