controlled opposition
Fake resistance movement
Controlled opposition refers to a movement, group, or figure that appears to challenge those in power but is actually created or co-opted by them.
The strategy neutralizes genuine dissent by channeling it toward ineffective outlets: Some suspected the protest leader was controlled opposition, designed to make the movement look extreme.
The term appears frequently in political conspiracy theories, where nearly any opposition figure may be accused of secretly serving the interests they claim to oppose.
