codifier

Rules into writing

A codifier is someone who organizes laws, rules, or practices into a systematic code.

The term applies to legal reformers who compile scattered statutes into coherent bodies of law, but extends to anyone who formalizes previously informal standards: Napoleon was the great codifier of French law.

A codifier of style might establish the conventions others follow.
