clearance papers
Official departure permits
Clearance papers are official documents authorizing a ship to leave port, certifying that customs requirements have been met and cargo properly declared.
The term extends to any documentation granting permission to proceed—whether for vehicles crossing borders, personnel entering secure facilities, or goods passing through checkpoints: We couldn't sail until the harbormaster issued our clearance papers.
