chilblain
Winter circulation welt
Chilblains are itchy, painful swellings on the skin caused by poor circulation in response to cold.
They typically appear on fingers, toes, heels, or ears after exposure to damp, cold conditions: Her chilblains flared up every winter.
The condition is uncomfortable but usually not serious, healing on its own as weather warms.
