big talk
Words without substance
Big talk is boastful or exaggerated speech, often promising more than can be delivered.
Someone who engages in big talk claims abilities, connections, or plans that exceed reality: He's all big talk and no action.
The phrase implies skepticism—that the speaker won't follow through.
