Home Rule

Parnell's parliamentary campaign

Home Rule is a political arrangement in which a region or territory governs its own internal affairs while remaining part of a larger state.

The term is most associated with the movement for Irish self-governance within the British Empire in the late 19th and early 20th centuries: The Home Rule bills repeatedly failed in Parliament.

In American usage, home rule refers to the power of cities or counties to manage local matters without state interference: The city operates under home rule.
