undersubscribe
Too few sign-ups
Undersubscribe means to subscribe or commit to less than the amount available or expected.
The term appears most often in finance, where an offering is undersubscribed when investors don't buy all the shares or bonds available: The IPO was undersubscribed, forcing the company to lower its price.
A course or event can also be undersubscribed when too few people sign up.
