silica gel

Packet says don't-eat

Silica gel is a porous form of silicon dioxide used as a desiccant—a substance that absorbs moisture.

The small packets found in shoe boxes, electronics packaging, and vitamin bottles contain silica gel beads that keep products dry during storage and shipping.

Despite the "do not eat" warnings, it's essentially nontoxic, just useless as food.
