ruling coalition
Power-sharing bloc
A ruling coalition is a group of political parties or factions that join forces to govern together, typically when no single party holds enough power to govern alone.
Common in parliamentary systems, coalition partners negotiate ministerial posts and policy compromises: The ruling coalition collapsed over disagreements about immigration reform.
The term also applies loosely to any alliance holding power: a ruling coalition of business interests and local politicians.
