racial gerrymandering
Race-based district manipulation
Racial gerrymandering is the practice of drawing electoral district boundaries to dilute or concentrate the voting power of racial groups.
Districts may be shaped to pack minority voters into few districts, limiting their overall representation, or to crack them across many districts, preventing them from forming a majority anywhere: The Supreme Court struck down the map as unconstitutional racial gerrymandering.
