phasing out
Slowly winding down
Phasing out is the gradual elimination or discontinuation of something over time rather than all at once: The company is phasing out its older product lines.
The process allows for adjustment—workers can be retrained, customers can find alternatives, inventory can be depleted.
Governments phase out subsidies, manufacturers phase out chemicals, organizations phase out outdated policies.
The opposite is phasing in.
