pencil-pusher

Clerical worker, dismissively

A pencil-pusher is someone whose job consists mainly of paperwork or clerical tasks—an office worker, bureaucrat, or administrator rather than someone doing physical or "real" work.

The term is mildly dismissive, suggesting the person shuffles papers without producing anything tangible: He's just a pencil-pusher at city hall.

Also spelled pencil pusher.
