non-metropolitan
Beyond urban centers
Non-metropolitan describes areas outside major cities and their surrounding urban zones—smaller towns, rural regions, and communities distant from large population centers.
Government agencies use the term for statistical and administrative purposes: non-metropolitan counties, non-metropolitan statistical areas.
It contrasts with metropolitan, which designates cities and their economically integrated suburbs.
