malcontents

Perpetually dissatisfied people

Malcontents are people dissatisfied with existing conditions, especially those who express their dissatisfaction through complaint or rebellion.

The word carries a slightly dismissive tone—those in power often label critics as malcontents to suggest their grievances are temperamental rather than legitimate: The administration dismissed the protesters as malcontents.

A malcontent is also used as an adjective: malcontent workers threatening to strike.
