literacy test
Can you read?
A literacy test is an examination of reading and writing ability.
Historically, literacy tests were used in the American South to prevent Black citizens from voting—the tests were deliberately impossible or unfairly administered, regardless of actual literacy: They made him interpret an obscure clause of the state constitution.
Such tests were outlawed by the Voting Rights Act of 1965.
The term now sometimes describes any requirement designed to exclude people under the guise of measuring competence.
