land bank
Soil investment institution
A land bank is an organization, typically governmental or nonprofit, that acquires and manages vacant, abandoned, or tax-delinquent properties to return them to productive use.
Land banks hold properties until they can be sold or developed, often to stabilize declining neighborhoods: The city's land bank demolished blighted houses and sold lots to developers.
Separately, to land bank is simply to hold land as an investment, waiting for values to rise.
