harbor of refuge
Storm shelter port
A harbor of refuge is a sheltered port where ships can seek protection from storms, rough seas, or other dangers.
Unlike commercial ports, its primary purpose is safety rather than trade.
The term extends figuratively to any place offering sanctuary: The church became a harbor of refuge for displaced families.
