governmental decree
State-issued order
A governmental decree is an authoritative order issued by a government or ruling body that has the force of law.
Unlike legislation passed through deliberative assemblies, decrees typically come from executive authority—a president, monarch, or ruling council acting unilaterally: The president issued a decree banning public gatherings.
Decrees may bypass normal legislative processes, making them tools of both efficient governance and authoritarian rule.
