Footrails are horizontal bars near the floor designed to rest your feet on.
They appear at the base of bar counters, under desks, or along the bottom of chairs and stools: He hooked his boots over the brass footrail.
The term also applies to the lower horizontal piece of a bed frame or the bottom rail of a fence.
