flat-spot

Tire's bald area

A flat-spot is an area on a curved surface that has worn smooth or level, particularly on a tire that has been locked up during braking or sat stationary too long: The tires developed flat-spots from sitting in the garage all winter.

In engines, a flat-spot is a momentary hesitation or loss of power during acceleration.
