curtain-twitcher
Peeping behind drapes
A curtain-twitcher is someone who spies on neighbors from behind their curtains, watching comings and goings while pretending not to.
The term is chiefly British and carries connotations of nosiness and idle surveillance: The curtain-twitchers on our street know everyone's business.
By extension, any busybody overly interested in others' affairs.
