A chief of state is the formal head of a country—the person who represents the nation in ceremonial and diplomatic contexts.
In some systems, like the United States, the chief of state and head of government are the same person.
In others, like the United Kingdom, the monarch serves as chief of state while the prime minister governs: The queen met with visiting chiefs of state.
