black site
Covert detention facility
A black site is a secret facility, typically operated by intelligence agencies or military forces, where prisoners are detained and interrogated outside normal legal oversight.
The term gained prominence in the early 2000s referring to CIA detention centers in foreign countries where enhanced interrogation techniques were used: Detainees were transferred to black sites to avoid judicial scrutiny.
The secrecy allows governments to deny the facility's existence.
