balkanizing
Creating hostile subdivisions
Balkanizing means breaking something into smaller, often hostile or uncooperative parts.
The term comes from the Balkan Peninsula, where a single region fractured into multiple competing nations.
Today it applies beyond geography: a company might balkanize into feuding departments, or a social movement might balkanize into factions that refuse to work together.
The new policies balkanized the department into rival camps.
The noun balkanization and adjective balkanized share this sense of fragmentation and discord.
