back-bencher
Rank-and-file parliamentarian
A back-bencher is a legislator who holds no ministerial or shadow cabinet position, sitting literally on the back benches of parliament rather than the front rows reserved for party leaders.
The term implies ordinary rank-and-file status: Several back-benchers rebelled against the prime minister's policy.
By extension, any low-ranking member of an organization.
