Warm waterproof boots
Arctics are waterproof rubber overshoes that fit over regular footwear for protection against snow and slush.
The term is somewhat dated, more common in mid-twentieth-century American English: Don't forget your arctics—it's snowing.
The word comes from their suitability for arctic conditions. (Capitalized Arctic refers to the polar region.)
